The WCO's SAFE Framework of Standards aims to secure and facilitate global trade through a balanced approach of customs controls, supply chain security, and inter-agency cooperation.

Adopted in 2005 and updated regularly, the SAFE Framework provides standards for customs-to-customs, customs-to-business, and customs-to-other-government-agency cooperation. It promotes Authorized Economic Operator (AEO) programs and advance electronic cargo information to enhance security without hindering trade.
